We are currently aware of an increased error rate around creation, deletion, and upgrades to runtimes in our Azure deployment regions. Microsoft has reported and is currently investigating the underlying issue, the status of which can be seen on their status page (https://status.azure.com/en-us/status).
Access to existing runtimes in these regions should be unaffected as long as no changes are applied. We are continuing to monitor the situation and will provide updates as appropriate.
